Among the many aims cited as key, certain stands continue to remain visible:  creating a stable framework for long-term investment; creating a level playing field for contributing technologies; achieving energy security; reducing carbon emissions & mitigating the effects of climate change.

The question that remains, however, is how deliverable these policies can be within a party-political system that is characterised by short-term needs rather than long-term vision.

The current Government issues policies & statements on energy & renewables on a regular basis but a recent report indicated that only one in five people in the UK believed the Government is doing enough to fight climate change. There is ongoing discussion on the role of subsidies & whether they support technologies or, possibly, mitigate against real efforts at cost-reduction & many investors remain cautious about the low-carbon sector, citing policy uncertainty as the key barrier to involvement.

If more confusion than clarity is being created, what could/should the Government’s role in the debate actually be?
